The government is wise to do so in order to avoid such occurences in the future. In a parliamentary monarchy the monarch's powers need to be strictly formal. The Grand Duke did not show himslef as a great statesmen. His PM - who did not like the law himself - however did so. Juncker is indeed one of the best politicians of Europe.

In a conflict of laws situation, one must answer to the superior law. His Grand Ducal Highness rightly chose to answer to the law of God rather than the law of man.

The Luxembourg grand duke is a royal highness, as is all members of the family.
I totally disagree with what he did. As head of state, his personal views are irrelevant. Moreover, he should read Luther's On Secular Authority ... it is our duty as Christians to obey secular law for the good of all. (It is more complicated ... so I recommend reading the entire book.)
