London 4:40 p.m. Wilhelm II has abdicated. Wilhelm's abdication "is officially announced from Berlin, according to a Havas dispatch from Basle.
The Havas Agency is also reporting that Prince Max of Baden has been appointed Regent of Empire. However, a Reuter dispatch says "he is yet to be named."
A German wireless message to London, which announced the abdication, also states that Friedrich Ebert will be named Imperial Chancellor under the regency, and "wide reforms are planned, including the calling of a Constitutional German National Assembly to determine the future good of the nation."
