The new style seems to be simply "Prince Andrew", as written in his statement. His title remains Duke of York, he just chose to no longer be publicly called that. In the future, after Andrew's death, King William might bestow this title to Prince Louis, as the Duke of York title is traditionally given to the monarch's second son.

It is possible the title will not be used for sometime after Andrew‘s death because of the scandal attached to it. However, as Louise follows Charlotte in the line of succession, she could be created Duchess of York as the second child, but that’s way into the future.
Andrea, Prince Alfred was the Duke of Edinburgh, Earl of Ulster and Earl of Kent. His mother did not create him Duke of York. She created the Prince of Wales’s second son George as Duke of York. There’s nothing preventing being Charles or King William creating Charlotte as a Duchess. There have been several pages where women have succeeded their fathers with the line of descent through their male heirs. In the peerage of Scotland, Women can inherit peerages.
