I doubt very much there will ever be a new creation of the title Duke of York. I think you can safely say he is the last Duke of York and all the subsidiary titles attached to it.
Titles have been reused after centuries of being "benched". Andrew is just a fleck in the history of the monarchy. In a couple of centuries, few will remember him and even fewer will care that much about what he did. But in the near future yes, they probably won't reuse the title.
the royal family will be smaller in the next generation. With the precedent set by Charles with having the Duke of Edinburgh as a life peerage I expect peerages for the wales children - and I include Charlotte as she will rank ahead of Louis, will be non herditary

He won't be invited to anything that requires precedence.
I have always been under the impression that he couldn't be stripped of the title of Prince. I guess I was wrong.

The Duke of York is not used at the moment.
Maybe Louis can use it in a few years, because he will be the second son of (King) William .
