I realize you're going off what the Telegraph said, but that isn't even close to being accurate. Handicap alone does not qualify anyone to be a pro golfer.
If he were going to play on the PGA Tour, he'd have to go through qualifying school or "win his way in" by winning pro events through a sponsor's exemption spot.
Someone could be an excellent golfer -- even with a handicap lower than zero -- and never qualify to become a pro. (Pros do not have handicaps.)
But, a 4 handicap does indicate that he's a very good golfer.
