For one thing, only the Queen and Prince Philip receive Civil list Allocations.  The Queen repays to the treasury the amount of money that is paid to the Duke of York, the Earl of Wessex, the Princess Royal, the Duke and Duchess of Gloucester, the Duke and Duchess of Kent and Princess Alexandra.  (Seventy percent of civil list allocations go to staff salaries, and are not salaries for the royals. The appanage is used to carry out their official duties.)   The Prince of Wales does not receive a civil list appanage.  His income comes from the Duchy of Cornwall, which is a profit-making institurion and provides many jobs. 
In other words, the British royals do not receive salaries for their duties.

The new plans are to give up the Civil List in exchange for a percentage of the Crown Estates' profits.
