Albert's marriage valid

Belgian's Minister of State Beenaert said in an interview today that the marriage of King Albert was valid despite King Leopold II's "failure to issue a royal decree sanctioning the marriage," according to a dispatch in the New York Times. The marriage might have been a "theoretical violation of the Constitution, the marriage was long ago accepted by the country and was now incontestable on constitutional grounds."
